UK address defaulting to Europe delivery band

I have a standard UK Mainland shipping code which has two threshold shipping charges (based on order value).

When I try to order an item that is marked as Free Shipping it forces a selection of the European shipping category instead of the UK one, and will not let the customer select the free UK shipping. I have not ticked the Prevent Free Shipping box on the shipping record.

Any ideas?

There was a small bug involved which is now fixed. I've tested it, and it's working correctly.
