Discount code for specific payment methods

I'm looking to be able to offer discounts for people paying by a specific payment method. I don't think that this is possible currently but would like to know if it is something that could be done. Would anyone else find it useful.

When we run promotions, we'd rather not offer them to our account customers, as they generally have other offers available, so it would be good to exclude credit accounts from a coupon code. Or sometimes we'd like to offer a small discount to encourage people to choose card rather than PayPal at checkout (as the fees are lower ;-)

Certainly would. I would like to encourage debit card payment which over time would save a considerable amount in fees.

I'm not sure how this would work, how is the discount applied, at basket level or product level? Are there any current examples of this?
