Why am I seeing a bar with "theme layout blocks hide icons" at the top of the page?

Why is it when I view my own BP websites, some of them look as expected but others have a bar with "theme layout blocks hide icons" at the top of the page? There are also pen (edit) icons in various places.

It seems like it is stuck in some kind of design mode. I'm sure there's some weird setting somewhere... anyone know how to turn it off?

Have you tried logging out of everything and clearing your cache? BP have just made a small update so whether it's something to do with that but sound unlikely? Im not getting that on mine.
