Customer got this PayPal warning "There may be additional fees"

I recently had a customer trying to make a £25.84 order payment but when she tried to pay via PayPal, she got this PayPal message:

There may be additional fees like shipping or tax. You agree to pay up to £33.59 GBP. You'll see the final amount when you return to the seller.

I tried to find out why she got that message. Online it says:

This message means you are authorizing an "Order and Capture" transaction. The seller is reserving an initial amount, but their final total (including shipping and taxes, which often update based on your exact address) could reach up to £33.59 GBP. Your website integration is sending buyers to PayPal to authorize a maximum placeholder amount before your site calculates the definitive total.

Has anyone else had this happen?

Yes, BP say nothing has changed their side and that if customers are worried I should reassure them that they won't be charged extra even though PayPal is saying they might. Obviously not happy about this (as a customer you just walk away don't you). I am hoping this was just a one off issue but thought it best to put it out here.

yes its definitely not good and will stop sales. Can you test it out? Were they in UK or Europe? there is a new europe thing which my understanding is the 3 euros per commodity code but it depends how you are dealing with your europe sales?

They were in the UK.

I did ask BP if it could be related in any way to the new EU €3 duty thing but they said no.

PS I don't sell to Europe. UK only.

Who, knows very odd. Did you test it yourself ?
