Odd goings on with Paypal payments

Is it just me or is there something odd happening with Paypal payments at the moment ?

Whenever I receive a paypal payment for an order through our site, the email I get from Paypal is different. It used to say "notification of payment received from ....". Today, it's saying "[person's name] has sent you a payment".

When I log into my Paypal account, all of the money that has been paid for orders today via Paypal, is showing as "pending". This has never happened before.

I know a couple of the customers that have paid via Paypal today so know they are genuine but I don't know whether the money has cleared (presumably not, if it's showing as pending) which means I don't want to despatch orders where the payment hasn't cleared from people I don't know

Any ideas ?

I haven't done anything ! I haven't had notification about "interchange fees" - whatever they are ! I just want the money so there's no delay in us sending out customer orders. How do I check to see about the fees and change it back if it has somehow defaulted to that ? When I go into the money section of my paypal account it's showing the pending amount as "ebay non-performer", but the orders haven't come via ebay.

EDIT - I've just spoken with Paypal and it seems there is some sort of technical issue going on that is affecting a lot of people. If anyone else has been affected by this, you need to call Paypal and get them to add your name to the list of people affected. Thanks !!
